Mandatory Receptor Evaluations and LSRP Program Deadlines

Two important mandatory deadlines are coming up in the next couple of months. The first deadline is less than 21 days away. On March 1, 2012, all remediation program cases under Site Remediation Reform Act (SRRA), including pre-SRRA active cases that are not currently under the LSRP program have to submit an initial receptor evaluation by March 1, 2012. Missing the established deadline may result in your case being transferred to the New Jersey Department of Environmental Protection (Department) for direct oversight. Direct Department oversight requires that a Remediation Trust Fund be established and involves the Department controlling the remediation. This will limit a responsible party’s ability to influence the remedy selection and financial control of their project. Legislature Votes to Approve Bill No. 2464 with Governor's Recommendations

The Senate and General Assembly voted to concur with the recommendations made by Governor Christie earlier in the day in his Conditional Veto of Assembly Bill No. 2464, which requires all state agency rules to be published in the NJ Register, and prohibits the use of regulatory guidance documents except under certain circumstances. LSRP Job Task Analysis Survey

In December 2011, the New Jersey Department of Environmental Protection (NJDEP) distributed a Job Task Analysis Survey to each of the temporary Licensed Site Remediation Professionals (LSRP) currently practicing in the state of New Jersey. The goal of the Job Task Analysis was to solicit the opinions of each LSRP regarding what tasks form the basis for an LSRP to effectively do their jobs. The survey was only completed by current New Jersey LSRPs to ensure that the content of the licensing examination is directly related to the core tasks that are regularly required for an LSRP to evaluate and, if necessary, remediate a site in the most efficient manner while protecting human health and the environment. The Job Task Analysis included a wide variety of questions on subjects such as technical expertise, regulatory criteria, regulatory knowledge, professional ethics, and the role of the LSRP as a “regulator”. ...more

Second Opinion - LSRP

Over the past few years at the NJDEP, there have been a lot of changes; new regulations, new guidance, etc., and let’s not forget the NJDEP’s move to bring all NJ Site Remediation cases into LSRP program by May 2012. While this change will likely increase the rate at which cases are processed and closed and possibly stimulate the economy by freeing up development and real estate transactions, it may also raise concerns for property owners. In the past, the NJDEP has had a presence on every environmental case to ensure protection of human health and the environment, and to ensure compliance with regulations. In this new world, that role has changed, and now that role is played by the consultant, or LSRP. With this arrangement, it is more important than ever for clients to trust that their consultants are competent and will “do the right thing.”...more

Apps Help Environmental Consultants and Scientists Provide Better Services

As with every profession, the environmental world is changing in response to advances in technology. Environmental consultants & scientists in the field can now use their smart phones to take pictures of sample locations, use the GPS locater (in a pinch), email their supervisor pictures of site conditions, log soil conditions in a mobile soil boring program, and the list goes on and on. Besides the basic functions of a smart phone, there are numerous applications, or apps, that are starting to appear on the market. Some of the current environmental focused apps will give you access to USDA soil survey data, and there are even laboratory apps for sample processing....more

Site Remediation Program Licensing Board

When the Site Remediation Reform Act (SRRA) was enacted in 2009 It provided for the establishment of a Site Remediation Program Licensing Board (SRPLB) to oversee the Licensed Site Remediation Professionals (LSRPs) who would implement the Act. The Act further specified that the SRPLB would be comprised of a diverse group of individuals representing industry, state regulators, academia, the environmental community, and LSRPs themselves. NJDEP Posts Proposed Final Site Remediation Reform Act Rules

The NJDEP posted proposed rules to complete the phase-in of the Site Remediation Reform Act (SRRA) The SRRA is the law that changes the way contaminated sites are investigated and remediated and it also established the Licensed Site Remediation Professional (LSRP) program.
