Montgomery Township, New Jersey
North Princeton Developmental Center (NPDC) is an approximately 256-acre site in the heart of Montgomery Township. It served from 1898 to 1995 as a State institution for people with severe developmental or psychiatric disabilities. The site contains over 100 buildings, and includes a hospital, housing facilities, maintenance areas, a cemetery, a power plant and a wastewater treatment facility. In 1995, NPDC was closed and the State declared it to be surplus property. The Township plans to redevelop approximately 116 acres, and is required to preserve the remaining 140 acres as open space.
JMS was retained by Montgomery Township to assist in the following:
- Negotiations for the purchase of the NPDC and a related sewage treatment plant (STP) from the State of New Jersey, Department of Treasury
- Review and analysis of numerous environmental studies regarding contamination at the site
- Development of a Request for Proposals (RFP) for the environmental remediation of the site
- Selection of a remediation contractor, contract negotiations, securing of environmental insurance, and oversight of remediation
- Development of an RFP for the redevelopment of the site
- Preparation of bid specifications for the demolition of approximately 90 NPDC buildings which are in an advanced state of disrepair, and oversight of the demolition work.
To date, the Township has negotiated a Memorandum of Agreement for the purchase of NPDC and secured approval of the purchase from the State House Commission, the State Legislature and the Governor. Also, the Township is nearing the final stages of negotiations of a Purchase and Sale agreement. A remediation firm has been selected and the contract and associated environmental insurance policies are nearly finalized. A Request for Qualifications (RFQ) has been issued and responses have been received, which will soon be followed by the issuance of the RFP for the redevelopment of the site and finalized demolition bid specifications. The final transfer of the property and the start of demolition and remediation are anticipated by mid-November or early December.
