Case Study #2

Somerset County, New Jersey

JMS was retained by the Somerset County Board of Chosen Freeholders to assist County and Hillsborough Township officials in the purchase and environmental remediation of an approximately 400-acre portion of the former United States Army supply depot in Belle Mead, currently owned by the General Services Administration (GSA).

JMS has assisted in the negotiations for the joint purchase of the site by the County and Hillsborough Township, reviewed numerous environmental reports prepared for the GSA over the past decade or more, developed a remediation strategy with associated cost risk analysis, and currently is negotiating with the GSA regarding the scope, cost and responsibility for remediation of the site. The County and Township will then redevelop the site, principally for passive and active recreational use.

JMS personnel are experienced in the transfer of federally owned property to the private sector and to municipal governments. The GSA program covers all non-military surplus land transfers as well as some former military facilities that were declared surplus and/or transferred to the GSA for disposition prior to the Base Realignment and Closure (BRAC) program. The Belle Mead Army supply facility falls in the latter category since it was transferred to the GSA in 1958, and operated by the GSA until its closure in 1991.

The completion of negotiations and the transfer of the property are anticipated by the end of the year.
