LSRP > Licensed Site Remediation Professional

The Site Remediation Reform Act (SRRA) and subsequent regulations have changed environmental investigations and remediation in the State of New Jersey. The law created
a new Licensed Site Remediation Professional (LSRP) program that relies on licensed environmental consultants to direct site cleanups with limited oversight by the NJDEP. Under this program, the LSRP, not the NJDEP, will ultimately certify that a site investigation and cleanup have been conducted in accordance with state standards. Therefore, the selection
of the right LSRP to work with you to achieve your remediation goals is now a critical part
of the process.

Possibly the most far reaching change in the new regulations is the imposition of mandatory investigation timeframes which must be achieved by responsible parties and redevelopers to avoid NJDEP assuming effective control of your remediation project. All responsible parties must select an LSRP within three years of the enactment of the law, or May 7, 2012. However, for projects that will not be completed by May 2012, it may be more effective, and ultimately more efficient, to include an LSRP now to familiarize them with the case before the final deadline or to accelerate the review of remediation documents.

SRRA rules mandate that the LSRP cannot be an employee of the responsible party or site owner. However, the rules do allow the use of an independent LSRP consulting organization and do not require the LSRP to be affiliated with the remediation consulting firm. This allows the responsible party or owner to maintain the relationship with their prime consultant and provides the freedom to select an independent LSRP / consulting firm.
